We are trying to link ServiceNow Business Service with Service in PagerDuty and link it to escalation policy.

    This should be a simple click on the link from the ServiceNow CI Record to provision that over to a PagerDuty Technical Service. Do you see this on the CI record? Do you have SNow Admin access?
