Viber capturing PagerDuty calls when it is installed and enabled on your phone is unfortunately a side effect of the Viber app. Some notes from our Support team:
Certain 3rd party applications such as Viber and WhatsApp can cause issues by intercepting voice calls destined for phone and re-writing numbers. This can affect DND settings as well as sometimes those settings are not respected properly. We recommend that users do not install these applications on their phones if they plan to use PagerDuty, or see if they can disable call interception in the settings for those applications. As a last resort, we recommend users uninstall these 3rd party apps to prevent them from interfering with receiving voice calls from PagerDuty.

All of your notification preferences are set in your profile.
In your contact information, make sure the numbers you want to be contacted on are included, and those you don’t wish to use for PagerDuty are removed.
In your notification rules, you can adjust which methods are used to contact you for different kinds of incidents.
If your Viber account isn’t appearing in any of these settings, make sure you don’t have forwarding turned on somewhere. The PagerDuty vCard has our updated information in it for all numbers used for notifications. It should update automatically if you have the PagerDuty app installed on your device.

Thank you for your reply. I have added my mobile number, which is also my Viber number.
When I removed the Viber app from my phone, I received a mobile call through a Test.
Below are my notification rules.
