Many users in Europe and other regions prefer to see Monday as the start of the week, especially when your on-call rotations and work week are Monday-based.
Currently, the PagerDuty web UI calendar is hardcoded to start the week on Sunday, and there isn’t a built-in setting to change this to Monday. However, you can set your on-call rotations to hand off on Mondays, so your actual shift logic matches your work week, even if the calendar view doesn’t.
I’m going to ask internally if this is something the team is working on, and come back with a reply. In the meanwhile, I recommend reaching out to your PagerDuty account manager with your case, if there’s a strong business need, as this tends to gain traction as well. You can use this topic as a reference.

I’ve checked with the team and they confirmed this is on the list but not yet committed for development this year, as there are other scheduling features with increased priority already committed. It’s possible this can be tackled this year, and I’ll let you know once it’s coming.
