Provide a method of customers viewing dropped alerts

I’d like to be able to view alerts that have been dropped (not suppressed). At the moment I have to go via PagerDuty support, whereas it may prove quicker if I can see them myself.

My particular use case is that I’m trying to set a dedup_key in the Global Event Rules, but the “Resolve” event is getting dropped because it doesn’t match the existing Incident in PagerDuty. Therefore it would be useful to have sight of dropped events and their contents (in this case, the value of the dedup_key)
