Custom Incident Action for several services

We are using the same action for all 50~ services, which is responsible for creating communication channels.
But this means that all the services need the same action created separately since they are assigned 1:1? Can multiple services be assigned to one same action?

Interesting. Maybe having global custom actions VS service custom actions, like for event rules.
