In regards to multi-user notification, you would need to set up two schedules and have them both present on the intended level of the escalation policy. We have more detailed information about this here.
In regards to notifying the primary multiple times before the secondary, this is not currently possible. I’ll be happy to submit this as a feature request on your behalf however!
